Abstract
Continuing the study of the formation, functioning, development and spread of football based on the phenomenological analysis of the activities of the third FIFA president, the French lawyer Jules Rimet, allows us to determine the main progressive directions in the advancement of this global phenomenon. When, after intense debate with representatives of the International Olympic Committee, it was not possible to reach a compromise on the most important issues, an obvious division of spheres of influence between these dominant structures occurred. Jules Rimet, as FIFA president, demonstrated healthy ambitions in implementing the process of professionalization, managed to organize the first FIFA World Cup, carried out a systemic reorganization of the federation, and attracted a record number of countries to cooperate with FIFA. It is quite clear that there were some problematic situations, primarily of a socio-economic and political nature, but Jules Rimet remained one of the most creative figures in the history of football.
