POLISH DISARMAMENT INITIATIVES IN THE 1980S AND THE JARUZELSKI PLAN

Abstract
In the late 1980s, Poland launched a foreign policy initiative in the area of disarmament. The Polish government proposed implementing a plan for arms reduction and confidence building in Central Europe, known in Polish historiography as the «Jaruzelski Plan». The «Jaruzelski Plan» envisioned changes to the military doctrines of Central European countries, which, according to Poland, were to be exclusively defensive in nature, as well as the reduction of nuclear and conventional weapons, including the elimination of precision-guided and highly effective tactical weapons. It also envisaged the definition of security and con-fidence-building measures among Central European countries and the development and implementation of sufficiently effective national and international means of disarmament verification. The «Jaruzelski Plan» was preceded by a Polish-West German initiative to study the problem of strengthening security and cooper-ation in Europe through the development of mutual confidence-building measures in the area of disarmament.
